Major Issues Updates 


MCZA has received initial Fairfax County approval to proceed on traffic calming for Mt. Zephyr Dr/Mohawk Lane and the engineering review conducted by FCDOT qualified the two streets for  traffic calming devices.  Mt. Zephyr is currently waiting receipt of an area petition map and petition forms.  The petition area streets must have 75% approval by the impacted residents before a task force is formed to determine the type of speed mitigaton devices employed.   The MZCA Board has also asked for an impact study, including baseline traffic counts,  for Richmond and Washington Avenues.   This initiative is in concert with Woodley Hills subdivision.

In addition, Mt. Zephyr is actively pursuing the vacation of the VDOT Right of Way
between Reddick Avenue and Mt. Zephyr Drive (525 feet behind the ISA site) to
preclude the possibility of those streets becoming connected as a through street
to Route 1.

The County has passed several important new ordinances.  Among them is  the
creation of the Mount Vernon District as a Large Community Parking District
which prohibits the parking of certain types of vehicles on streets in residential
areas.  This is an amendment to Chapter 82.5B of the County Code.   The new law
took effect on April 11, 2008.   The new ordinance is as follows:
    
Mount Vernon Community Parking District
   
(a)  District Designation.

(1)  The restricted parking area is designated as the Mount Vernon  Community Parking District.
(2)  Blocks included in the Mount Vernon Community Parking District are described below:

All public secondary streets in residential areas within the Mount Vernon Magisterial District.  This includes the previously established CPDs of Beechwood, Burgoyne Forest, Landsdowne, Newington, Newington II, Riverview and Southrun.

District Provisions.

(1)  This District is established in accordance with and is subject to the provisions set forth in Article 5B of Chapter 82.

(2)  Parking of watercraft; boat trailers; motor homes; camping trailers; any other trailer or semi-trailer, regardless of whether such trailer or semi-trailer is attached to another vehicle; any vehicle with three or more axles; any vehicle that has a gross vehicle weight rating of 12,000 or more pounds except school buses used on a current and regular basis to transport students; any vehicle designed to transport 16 or more passengers including the driver, except school buses used on a current and regular basis to transport students; and any vehicle of any size that is being used in the transportation of hazardous materials as defined in Virginia Code ß 46.2-341.4  is prohibited at all times on the streets within the Mount Vernon Community Parking District.

(3)  No such Community Parking District shall apply to (i) any commercial vehicle when discharging passengers or when temporarily parked pursuant to the performance of work or service at a particular location or (ii) utility generators located on trailers and being used to power network facilities during a loss of commercial power or (iii) restricted vehicles temporarily parked on a public street within any such District for a maximum of 48 hours for the purpose of loading, unloading, or preparing for a trip.

Signs.  Signs delineating the Mount Vernon Community Parking District will not be installed.

This ordinance does not change or alter the already established ordinances for  prohibitions on commerical or construction vehicles or conveyances.
