Dear Citizen:

I am Captain Mike Kline, the commander at the Mount Vernon District Station.  The Mount Vernon District Station of the Fairfax County Police Department is initiating an enforcement effort in the near future regarding highway pedestrian violations.  A similar campaign was initiated last year and although successful, we continue have pedestrians involved in motor vehicle crashes.  In quite a few of these cases, the pedestrian has caused the accident.  For nearly sixteen of my nearly twenty-six years of police service, I have served here at the Mount Vernon District.  I recognize that pedestrian accidents are a reoccurring theme here that needs to be curbed.  As such, I am requesting that you circulate this letter to your tenants.  The letter contains information pertaining to crossing roadways by pedestrians safely and applicable laws associated with pedestrians:

    ß 46.2-923. How and where pedestrians to cross highways.
When crossing highways, pedestrians shall not carelessly or maliciously interfere with the orderly passage of vehicles. They shall cross, wherever possible, only at intersections or marked crosswalks. Where intersections contain no marked crosswalks, pedestrians shall not be guilty of negligence as a matter of law for crossing at any such intersection or between intersections when crossing by the most direct route.
ß 46.2-925. Pedestrian control signals.
Whenever special pedestrian control signals exhibiting the words "Walk" or "Don't Walk" are in place such signals shall indicate as follows:
Walk. - Pedestrians facing such signal may proceed across the highway in the direction of the signal and shall be given the right-of-way by the drivers of all vehicles.
 



Don't Walk. - No pedestrian shall start to cross the highway in the direction of such signal, but any pedestrian who has partially completed his crossing on the Walk signal shall proceed to a sidewalk or safety island and remain there while the Don't Walk signal is showing.
ß 46.2-928. Pedestrians not to use roadway except when necessary; keeping to left.
Pedestrians shall not use the roadways for travel, except when necessary to do so because of the absence of sidewalks which are reasonably suitable and passable for their use. If they walk on the hard surface, or the main traveled portion of the roadway, they shall keep to the extreme left side or edge thereof, or where the shoulders of the highway are of sufficient width to permit, they may walk on either shoulder thereof.

Similar to last yearís enforcement efforts, this initiative will include actual citations and not just warning tickets.  In cases were minor children are stopped, where applicable, Child Protective Services will also be notified.  The whole intent of this initiative is to correct dangerous behavior, which frankly can many times be attributed to something as simple as walking thirty feet to a crosswalk or intersection.

Soy el Capit n Mike Kline, el nuevo Comandante de la Estaci n de Polic a del Distrito de Mount Vernon.  El Departamento de Polic a del Condado de Fairfax y la Estaci n de Mount Vernon est n iniciando un esfuerzo de la aplicaci n de leyes con respecto a violaciones de peatones sobre las carreteras.  En los ltimos dos meses tres personas fueron atropelladas en la rea de Mount Vernon.  En cada uno de estos casos el peat n ha causado el accidente.
De mis veinticinco a os de servicio  policiales, cerca de catorce he servido en el Distrito de Mount Vernon.  Reconozco que los accidentes peatonales es un tema que ocurre aqu  y que necesita ser atendido.  Como tal, estoy solicitando que usted circule esta carta a sus inquilinos.  La carta contiene informaci n sobre la seguridad del peat n al cruzar las calles y las leyes aplicables y asociadas para los peatones:

Cruzando carreteras, los peatones no deban de interferir descuidadamente o maliciosamente con el paso ordenado de veh culos. Ellos cruzar n donde sea posible,
s lo en  intersecciones o marcados cruces peatonales. D nde las intersercciones no estan marcadas para que el peaton cruce, los peatones no ser n culpables de la negligencia como un asunto de la ley, por cruzar en cualquier intersecci n o entre las intersecciones cuando cruzan por la ruta m s directa.

Siempre que las se ales especiales de control para pedestres, que exhibe las palabras "Camine" o "No Camine", los se ales indicar  lo siguiente:

ìCamineî ñ Los peatones enfrente de tal signo pueden avanzar a trav s de la carretera en direcci n del signo y todos los conductores les dar n el derecho de paso.

ìDonít Walk/NO CAMINEî ñ Ning n peat n debera comenzar a cruzar la carretera en ninguna direcci n de tal se al, pero cualquier peat n que ha completado parcialmente su cruce sobre la se al de "CAMINE/Paseoî proceder  a una acera o isla de seguridad de peatones y permanecer  all  mientras la se al de "No CAMINE" est  mostrado

46.2-928.    Los peatones deben usar las carretera/calzada solamente cu ndo es necesario; deben permanecerse al izquierda

Los peatones no deben de usar las carreteras/calzada para caminar, solamente cuando sea necesario de ser as  debido a la ausencia de banquetas que son razonablemente convenientes y pasables para su uso. Si ellos caminan por el pavimento, o la porci n principal viajada del calzada/carretera, deben de mantenerse al extremo izquierdo o donde los lados de la carretera tienen el lugar suficiente para que ellos puedan caminar.

Distinto a los esfuerzos de sanciones previas, esta iniciativa incluir  citaciones y no solo una advertencia.  En los casos donde se detiene a los ni os menores de edad, la Agencia de Protecci n de Ni os ser  notificada si esta aplicable.  El intento de esta iniciativa es corregir el comportamiento peligroso, que puede muchas veces ser atribuido a algo tan sencillo como, caminar treinta pies a un paso de peat n, o una intersecci n.
