The Mount Zephyr Citizens Association, Inc. is a not for profit Non-Stock Corporation. The Association is governed by the Articles of Incorporation and the Bylaws of the Association. The Association is comprised of a twelve member Board of Directors wherein the President, Vice-President, Secretary and Treasurer constitute the Executive Committee, or Officers of the Association.

The mission and purpose of the Association are defined in the Bylaws . The membership is open to any business or resident located within the defined boundaries of Mt. Zephyr. The Association is a private membership organization which is supported by membership dues. Participation in the affairs of the Association are reserved for dues paying members in good standing. The Association adheres to an open door policy wherein all residents of the community are eligible to attend and observe General Meetings and Board Meetings, but only those in good standing may participate in the proceedings.

It is important that the neighborhood recognize that hundreds of volunteer hours are expended to accomplish the goals of the Association for the welfare and benefit of the community. Therefore, your support, as a dues paying member, is vitally important to the financial strength of your Association in providing the funds necessary to accomplish the desired goals.

But, it is not all business. The Association plans for and initiates many functions open to the residents of the community and plans for special meetings with noted speakers and presenters, picnics, block parties and a community fair to be held in 2006. The success and participation in these events depends on your support of your Association.

The word "association" as defined by Webster, "An organized body of people who have an interest, an activity, or a purpose in common; a society" more perfectly states the importance of bringing together a neighborhood of diversified interests to benefit the whole. Some are interested in the environment, some politics, some party's, some education, some history, whatever your interest, Mt. Zephyr offers opportunities to participate. As the neighborhood comes together it will significantly enrich the lives of each of us.

The Association is not an HOA (Homeowner's Association) or a Condominium Association. Where an HOA or Condo Association requires membership and enforces rules and regulations of property use, Mt. Zephyr Citizens Association, Inc., is a property rights Association. We have no "covenants" running with the land, meaning we have no rules or restrictions imposed through your deed upon the use of your property. We have no architectural review board, no zoning enforcement board, no legal requirement you even join the Association or other requirements found in HOA's or Condo Associations. The business of the membership Association regarding the use of property extends only to the legal use of property within its boundaries. In order to maintain the integrity of Mount Zephyr it is important that we recognize that illegal usage of property and illegal activities cannot be tolerated and therefore ARE the business of the Association. If you want to erect a new fence, paint your doors purple, put flamingos in your yard, or whatever your personal tastes are for the usage of your property, the Association does not care.
